Brief Specification Description: This project involves two river sections: the New Bridge Port and the Sanlinbei Port. The renovation section of Sanlinbei Port runs from Yangsi Port to Shangnan Road, with a length of 440 meters; the renovation section of New Bridge Port runs from the planned Outer Ring South River to Minhang Boundary, with a length of 2,150 meters. The main project contents are: 3,592 meters of protective railings will be demolished and rebuilt, and 1,750 square meters of flood prevention walkways will be rebuilt. (b)Qualification requirements to be met to implement government procurement policies: If this procurement complies with government policies such as mandatory purchase of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for the disabled, promotion of the development of small and medium-sized enterprises, and support for prisons and rehabilitation enterprises, the relevant policies will be implemented. (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises.
(c)本项目的特定资格要求：（1）具有中华人民共和国住房和城乡建设部颁发的施工总承包水利水电工程施工总承包三级及其以上资质。
（2）具有安全生产许可证（有效期内）。
（3）拟派项目负责人具有水利水电工程二级及以上注册建造师资格执业资格证书，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
(c)Specific qualification requirements for this program: (1) Possesses the construction general contracting qualification for water conservancy and hydropower projects at level III or above, issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.
(2) Has a safety production license (valid within the validity period).
(3) The project leader to be dispatched holds the qualification certificate for registered construction engineer in water conservancy and hydropower projects at level II or above, possesses a valid safety production assessment qualification certificate, and has not been serving as the project leader of any other ongoing construction projects.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
